I. Powers of the Board of Trustees
The Board has full powers of organization and governance of the College, subject to such control as provided for by Wyoming State Statute and the Wyoming Community College Commission.
II. College Policies
The Board of Trustees is the legislative body of the College and acts as the College policy-maker in accordance with Wyoming Statute [W.S. 21-18-303 through 21-18-304].
III. Supervision of College President
The Board has the responsibility for supervising and evaluating the College President. The Board shall ensure that the College President performs duties as described in policy 2800 "Authority of the College President."
IV. College Budget
The Board shall review and adopt the College’s annual budget as prepared by the College administration. The Board shall have the responsibility and delegable authority for any and all college financial transactions and operations.
V. Fiscal Year
The fiscal year of the College shall begin on the 1st day of July and end on the 30th day of June in each year.
VI. College Audit
It is the general practice of the Board of Trustees to engage the services of an independent accountant to conduct annual audits.
VII. College Seal
The Board of Trustees shall provide a Seal which shall be circular in form and shall have inscribed thereon "Northwest Community College District, State of Wyoming, College Seal."
VIII. Contracts
The Board of Trustees authorizes the College President to enter into any contract or execute and deliver any instrument in the name of and on behalf of the College District.
IX. Calendar
The Board shall approve the official College calendars.
X. Curriculum and Diplomas
The Board shall review and approve all new degree programs, any degree program modifications, as well as any credit bearing certificates of 30 or more credits and shall confer all diplomas and certificates.
